You would have to consider the effect on history, science, arts, and human life.  I would say Atilla as he started the movement of the Goths and others that caused the downfall of the Western Roman Empire.  He has had a 1600 year-long influence.  If there was a unified empire there would have been no dark ages, probably no Islam and we would be living in the year 2500 now.
