It's Canada's newest jail, near Toronto.
Well, this is what the friend who sent it to me claims. It was used as an anti-Harper tax-money waste argument, with a "Share this message" message. I checked around to see what correctional facility it was - the email wasn't clear on it - and there is a new prison being built near Toronto but it looks nothing like this. And it is not yet completed.
This appears to be borrowed propaganda.
