Former LDS bishop accused of possessing child porn pleads not guilty. 


SALT LAKE CITY (KUTV) — A former bishop in The Church of Jesus Christ of Latter-day Saints plead not guilty on Friday to charges of possessing child pornography.
Timothy James Hallows, 62, of Kaysville, entered the plea during his initial appearance in U.S. District Court in Salt Lake City, according to the U.S. Department of Justice.
Hallows was arrested in October 2019 on eight counts of sexual exploitation of a minor. He was officially charged on Friday, May 8 with possessing material containing child pornography that involved a minor under the age of 12.
Hallows told investigators he took pictures of children while on camping trips with youth in his role as a bishop in the Kaysville Utah Stake.

Police said Hallows admitted to distributing images of child sex abuse on Skype. He also reportedly admitted to owning more than 100 images of child porn and said he used the pictures for sexual gratification. Investigators located thousands of pornographic pictures, including"images of child sexual abuse" and children and adults in sexual situations, according to probable cause documents.
"Hallows holds a special position of trust in the community as a Bishop in Kaysville," the documents state.
This includes unfettered access to children in his congregation and in private. Hallows made several statements that led investigators to believe he has had sexual contact with children.
Hallows declined to take a polygraph test about physical and sexual contact with young children because he was concerned about the results. He stated he had "done nothing regarding sexual contact with children long term."


"He described camping trips with children, where he took pictures of children, expressing that this could lead to a failed polygraph," the documents state. "He did these camping trips while acting his role as a bishop for the LDS Church"
Documents also alleged Hallows traveled frequently and "conducted this behavior in the other states."
“County prosecutors and law enforcement officers are very experienced in investigating and prosecuting these cases, but they can be limited, candidly, by low state sentences. The tools we have in federal court can bring very significant, very appropriate sentences. In this case, it made sense to prosecute the defendant in federal court,” U.S. Attorney John W. Huber stated in a press release.
When Hallows was arrested, the Church of Jesus Christ of Latter-day Saints issued the following statement through Eric Hawkins, Director of Media Relations:
"The allegations against this individual are serious and deeply troubling. The Church of Jesus Christ of Latter-day Saints has no tolerance for abuse of any kind, including child pornography, and teaches its members and leaders that such behavior is offensive to God and to His Church. When local leaders learned of these allegations, this individual was immediately removed from any position that would place him in close contact with youth or children. This is done to ensure the safety of others and to allow this individual to address these serious allegations."

Top 10 Reasons Churches Should Not Be Tax Exempt

In addition to an unfair shouldering of costs, tax exemptions to the church also effectively force non-believers to advocate religion. True freedom to choose your own religion or faith implies that no individual should be subject to shouldering any burden related to any religion he or she does not choose to practice. As explained above earlier, the cost of the infrastructure and everything else that allows churches to propagate and practice their respective religions has a real economic impact and a real cost. Where does this funding come from if churches are tax-exempt? Forcing an individual to pay for what is effectively the propagation and practice of religious beliefs that they do not believe themselves is unfair and unconstitutional for most modern governments. If modern society and government is founded on freedom to choose, it should not make you pay in tax for the beliefs of others that you do not believe.
